There are different factors which converge in approach of repository creation for preserving published information, none of them away from nature of public heritage institutions.

UNESCO applies to its guidelines the same logic as the rest of heritage: it should be expected that among users of web archives, there will be cultural and research organizations, archives, museums, research centers, data files, community groups and other interested in view sources of history, either print or digital documents.

Recent report by “Comité des Sages” of European Union redounds to this idea: there isn't better ambition that our cultural heritage lasts a long time, encouraging future generations a complete access and cultural and knowledge democratization, especially for education systems of colleges and universities. In addition, is wanted finance the past-present link; protect the interests of creators: to keep future creations, including efforts of non-professionals; contribute to education; and stimulate the innovation and entrepreneurship.

Web archive benefits cover all sectors of Catalan society:

For public, there will be a permanent open access to resources that are result of knowledge and expression by  creators of the 21st century, whether cultural, educational, scientific or administrative and containing technical, legal, medical and other information.

For institutions, businesses, governments and individuals which are producing web pages in Catalonia, this will involve the preservation of their output and guaranteeing access -within the terms of the law- to contents and designs that they would otherwise disappear.

For library system, it provides unlimited opportunities for cooperation with other libraries, archives and museums in Catalonia. Also, it will contribute to leadership in creation of the digital heritage of Spain.
